Greece
Greece has several investment routes, and the minimum is not simply €250,000 everywhere.
Under Greece's current rules, the standard real-estate threshold is generally:
- €800,000 in specified high-demand areas
- €400,000 in other areas
- Certain qualifying properties can still around the €250,000 route
The Greek government specifically confirms the €800,000 and €400,000 thresholds, while special €250,000 routes exist for qualifying property situations.
This is why investors should not choose a property simply because an advertisement says “Greece Golden Visa €250,000.”
The property itself must qualify under the applicable legal route.

Cyprus
Cyprus currently requires a minimum investment of €300,000 for its expedited investor immigration route, depending on the investment category. The official Cyprus Migration Department lists qualifying options including certain residential property, other real estate, Cyprus company share capital and investment funds.
Applicants also need to meet additional financial and eligibility criteria.

Grenada
Grenada's Citizenship by Investment Programme currently lists a minimum US$235,000 contribution to the National Transformation Fund. Its approved-project real-estate route has different requirements; the official agency states a US$270,000 minimum for qualifying shares, alongside applicable government contribution and other fees.
For a family, the total cost must therefore be calculated based on:
- Number of applicants
- Investment route
- Government fees
- Due-diligence fees
- Processing fees
- Legal/professional costs

Malta
Malta's Permanent Residence Programme has a substantially different cost structure.
The official Residency Malta materials currently list:
- €375,000 minimum qualifying purchased property or €14,000 annual qualifying rent
- €30,000 government contribution for applicants purchasing property
- €60,000 government contribution for applicants leasing property
- €50,000 non-refundable administrative fee
- €10,000 for each dependant
- €2,000 donation
- Minimum capital-assets requirements of €500,000, including €150,000 in financial assets, or €650,000 including €75,000 in financial assets.
Therefore, the headline investment amount is not the same as the total financial requirement.

Investment Migration Budget: What Should Entrepreneurs Actually Calculate?
Instead of asking:
“What is the minimum investment?”
Ask:
“What is my total program budget?”
A useful calculation is:
Total Budget = Qualifying Investment + Government Fees + Professional Fees + Due Diligence + Property Costs + Family/Dependent Costs + Other Expenses

Residency vs Citizenship: Which One Should Entrepreneurs Choose?
What Should Cambodian Entrepreneurs Do Before Investing?
- Is the program currently open?
- What is the official government minimum investment?
- What is the total cost?
- Is the migration company authorized?
- Who is the licensed lawyer?
- Where will my investment money be transferred?
- Is there an escrow arrangement?
- What happens if my application is refused?
- How long does the process realistically take?
- What rights do I actually receive after approval?

Conclusion
For Cambodian entrepreneurs, investment migration can be a strategic tool for building global mobility, family flexibility, international investment opportunities and long-term options.
But the right program depends on the investor.
A successful entrepreneur should evaluate four things together:
Investment + Family + Business + Long-Term Goals
The cheapest program is not necessarily the best program, and the strongest passport is not necessarily the most suitable solution.
The right approach is to compare the legal requirements, total cost, family benefits, investment structure, mobility benefits and long-term objectives before making a decision.
